Blaming the Louisiana flood catastrophe on humans, namely the government, is not only an assertion made today by alternative social media geoengineering or environmental modification critics. A south Louisiana mayor on Tuesday publicly blamed the catastrophe on environmental modification (ENMOD) wrongdoing by the state and federal government.

Walker, Louisiana Mayor Rick Ramsey said Tuesday that the flooding in his town was “man-made” and that he plans to file a lawsuit against both state and federal governments.

Ramsey said that last year, the government expanded a six-foot cement barrier built along Interstate 12. That created a deadly situation that prevented rising water from draining from his town. Instead the backflow of water was created.

The new construction essentially put the city of Walker “into a bowl” because, Ramsey said, the barrier prevents any water from draining out of Walker.

“I’ve been begging [the government] for three-and-a-half years to give us more drainage under the interstate,” the mayor said.

Water from the Amite River was held in by the six-foot high barrier and the trapped water then backed up into Walker.

“When the Amite River went up, it hit that wall,” Ramsey said. “We have video evidence that shows the concrete barrier and water lapping over the north shore of the interstate and bone dry on the south of the interstate. They basically built a dam for Walker.”

The mayor added when the Amite River rose, the floodwater hit that wall and some of the water went toward the Millerville Road area and some went into Walker.

Ramsay expects insurance companies across the state to join him in his suit. He been warning the state and federal governments about the potential danger for over three years.

Walker is a city in Livingston Parish, Louisiana, United States. The population was 6,138 at the 2010 census.

There are 83 oil and gas jobs available in Walker, LA, according to Indeed.com. When submerged, operations like these can leak hazardous amounts of toxic pollutants.

The Federal government recognized the growth of the Walker settlement in 1956 and opened a post officer as Milton Old Field. The town’s motto is, “Just what you’re looking for.”

The flooding was so bad Friday in Walker, Louisiana, caskets were unearthed in St. Mark’s Cemetery. Photos posted by the Walker Police Department on Facebook showed at least two bright yellow caskets floating in floodwaters.

The Environmental Modification Convention (ENMOD), formally the Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques, is an international treaty prohibiting the military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects. It opened for signature on 18 May 1977 in Geneva and entered into force on 5 October 1978. The U.S, is a signatory of this treaty.

The Convention bans weather warfare: the use of weather modification techniques for the purposes of inducing damage or destruction.

Meanwhile, YouTube user WeatherWar 101 has posted a video claiming to support the notion that geoengineering caused the Louisiana Flood. One might at least say that his video summary of the catastrophe is impressive.

He asserts, “It’s irresponsible for governors and state officials who declare a #FLashFlood State of Emergency, not to understand how the devastating flood happened in the first place. Not when the facts, evidence, and ’1,000 year’ rain source are right here in front of them.
