Cars can run on water. Of course, water must be broken down into separate components first (H =hydrogen, 2O = Oxygen). One simple device is called A Smack Booster and uses basic electrolytes. Here are the plans for it: https://www.youtube.com/watch?v=JdaGYq1BrnI

I built one and installed it on a 2002 Chevy Trailblazer. Initially, it increased the mph by 25%. Later I installed an electronic component, so I could fool the computer and reduce the fuel it was feeding the engine. It hooked up to the oxygen senser on the exhaust. That almost doubled my gas mileage from 18 highway to 32 highway. After testing it for a year, I changed the spark plugs to ones with three cathrods instead the usual one prong. That increased the MPH to 33 highway. 

Stan Myers used a different device. His used two carbon rods in a solution and applied sound of a certain frequency. He generated enough hydrogen to run a slant six dodge and only used milliamps instead of the 10 amps I used.
